With reference to your Despatch No. 106 of the 8th April, I have the honour to inform you that the only official in this Colony authorised to issue to Chinese persons Certificates provided for by Section 6 of the United States Chinese Immigration Act 1884 is the Registrar-General.
He is empowered to do this under Ordinances 13 of 1898 and 7 of 1900.
